To sum up briedly, then, the agreement is as follows:-
(a) The Colonial Government waives its claim up to a maximum of $1,000,000 in respect of the rent of the
Sham Shui Po camp site.
In return the War Department will bear the whole
capital cost of the anti-malarial works on the Kau Lung
Tsai site, up to a maximum of $975,000, and the cost of
their future maintenance.
(b) The Colonial Government spends $60,000 on doubling
a section of the Customs Pass Road and waives its claim
for $125,866 cash payments in respect of the Kau Lung
Tsai site as a sole contribution towards the cost of
constructing the roads sketched on Enclosure (1), the
maintenance of which (outside War Department lands) it
will take over as from the date of completion of each
of them.

I hope very much that this agreement will commend
itself for your early approval because it would, I consider
effect a very desirable simplification of this Goverment 's
financial position vis-a-vis the War Department.
